City of Providence Announces Findings of Independent Review of Response to Brown University Shooting

The City of Providence released an independent review of its response to the December 13, 2025, mass shooting at Brown University, conducted by the Police Executive Research Forum (PERF). The review praised Providence’s response as highly effective, highlighting the professionalism, courage, and adaptability of first responders and city personnel amid challenging circumstances. Despite incomplete information, the city met or exceeded key benchmarks for active-shooter response. The report also identified areas for improvement, such as mutual aid coordination, interoperable communications, investigative processes, emergency notifications, and joint training.
Providence had already begun implementing improvements following the Mayor’s After-Action directive in January, even before the review’s completion. The initial emergency response involved coordinated efforts from police, fire, emergency medical services, telecommunications, and emergency management, managing thousands of calls and securing the scene while providing urgent medical care. The investigation, conducted with local, state, and federal partners, led to identifying and locating the shooter, who was found deceased. Mayor Brett Smiley emphasized the city’s commitment to preparedness to protect lives and support first responders in future emergencies.
La ciudad de Providence publicó un informe independiente sobre su respuesta al tiroteo masivo ocurrido el 13 de diciembre de 2025 en la Universidad Brown. El análisis, realizado por el Police Executive Research Forum (PERF), concluyó que la actuación de los servicios de emergencia fue altamente efectiva, destacando el valor, profesionalismo y adaptabilidad de policías, bomberos, personal médico y otros empleados municipales ante una situación extremadamente difícil. A pesar de la información incompleta, la respuesta cumplió o superó los estándares clave para incidentes con tiradores activos.
El informe también identificó áreas de mejora, como la coordinación de ayuda mutua, comunicaciones interoperables, notificaciones de emergencia, investigación y entrenamiento conjunto. Sin esperar los resultados, la ciudad inició en enero un proceso de revisión y aplicó medidas correctivas inmediatas.
Tras el tiroteo, las fuerzas de seguridad actuaron rápidamente para salvar vidas, evacuar víctimas y asegurar la escena, mientras que la policía llevó a cabo una investigación compleja que permitió identificar al responsable, encontrado posteriormente sin vida. La coordinación entre departamentos y agencias fue fundamental para atender a las víctimas y apoyar a las familias afectadas. El alcalde Brett Smiley resaltó el compromiso de la ciudad con la preparación y la protección de la comunidad.
