City of Providence Announces Findings of Independent Review of Response to Brown University Shooting

The City of Providence released an independent review by the Police Executive Research Forum (PERF) evaluating its response to the December 13, 2025 mass shooting at Brown University. The review praised the city’s response as highly effective, highlighting the professionalism, courage, and adaptability of first responders amid challenging conditions. Despite incomplete information, city personnel acted decisively, meeting or exceeding key benchmarks for active-shooter incidents. The report identified areas for improvement, including mutual aid coordination, interoperable communications, investigative processes, emergency notifications, and joint training. Importantly, Providence began implementing corrective actions immediately after the incident, following a mayoral directive in January, even before the review’s completion. Police Chief Oscar Perez emphasized the swift and life-saving efforts of officers, firefighters, EMS, and telecommunications personnel, who managed thousands of emergency calls and coordinated multi-agency operations. The Emergency Management Agency also established a Family Reunification Center to support affected students and families. Mayor Brett Smiley affirmed the city’s commitment to continuous improvement to better protect residents and support first responders in future emergencies.
La Ciudad de Providence publicó un informe independiente sobre su respuesta al tiroteo masivo ocurrido el 13 de diciembre de 2025 en la Universidad Brown. La revisión, realizada por el Police Executive Research Forum (PERF), concluyó que la actuación de las autoridades locales fue altamente efectiva, destacando el valor, profesionalismo y adaptabilidad de los primeros respondedores y el personal municipal ante circunstancias extremadamente difíciles. A pesar de información incompleta, la ciudad cumplió o superó los estándares clave para emergencias con tiradores activos.
El informe identificó áreas de mejora en la coordinación de ayuda mutua, comunicaciones interoperables, investigaciones, notificaciones de emergencia y capacitación conjunta. Sin esperar la conclusión del análisis, Providence ya había iniciado acciones correctivas tras la directiva del alcalde Brett Smiley en enero, con el objetivo de fortalecer la preparación ante emergencias.
Durante el incidente, la policía, bomberos, servicios médicos y telecomunicaciones respondieron rápidamente, gestionando más de 2,000 llamadas y coordinando rescates y atención médica. La investigación posterior, en colaboración con agencias locales y federales, permitió identificar al responsable, quien fue encontrado fallecido. La ciudad reafirma su compromiso con la protección de la comunidad y el apoyo a sus primeros respondedores.
